Only official representatives of an alliance go into their alliance's groups. Everybody else just needs to join the Imperial Citizens group. We opened up that group for everybody now, so everybody can now put themselves in it. No need to wait for anyone.

I fully represent IGP (4 members now and raising) but don't create a group until we have either 10 members or 5 successful operations for the Empire's security.

Don't worry, I wasn't intending to. Council rules clearly state you need to have 10 or more members to even be considered for a special group.
