It seems the misunderstanding was mine. I still needed to approve of the new members even after the group was set to open. I have accepted everybody into the right group now.

That's odd. You are a proper member of the Imperial Citizens group, so you should have basic access. Should you have a higher security level? I do recall something about that, but it could be I simply forgot. If that is the case, I'll correct it as soon as I rad your confirmation.
